The apostille exists only between countries that are party to the Hague Convention of 1961. When the destination is not one of them, the file follows a different and considerably longer road: a state certification, then a federal authentication certificate, then legalisation at the embassy or consulate of the destination country. The instrument follows the destination — not the document, and not your preference.
And the line between the two roads moves. Each accession that enters into force quietly retires a set of instructions that were correct until then — which is why a file prepared from last year’s checklist can be sent through a sequence that no longer applies.
Three questions, and the first one decides everything after it:

Accessions keep entering into force, and each one retires instructions that were correct before it. A couple following older guidance is preparing an embassy legalisation that is no longer the route — and paying for a stage that no longer exists.
It is a different calendar entirely. A state certification followed by the federal step puts you well into the process before the embassy has seen anything at all — and the embassy stage has no published duration.
Some require translation into the destination language before legalisation, some require a translator they recognise, and some legalise the translation separately with its own fee. Producing one in the wrong sequence means correcting a file that has already passed two authorities.
Apostille certificates are for documents used in countries in the 1961 Hague Convention. One competent authority signs, and the file is finished when it comes back. According to the status table maintained by the Hague Conference on Private International Law, updated 30 June 2026, there are 130 Contracting Parties, a count that includes accessions not yet in force.
Authentication certificates are for documents used in countries that are not in it. The state issues a certification rather than an apostille, the federal office issues the authentication certificate, and only then does the document reach the mission of the destination country, which legalises it under its own rules.
The dates are the part that ages. Algeria’s Convention entry took effect on 9 July 2026; Viet Nam’s is scheduled for 11 September 2026, and Thailand’s is scheduled for 28 February 2027. Those dates do not by themselves settle a U.S. file: before changing a route, confirm that the Convention is in force between the United States and the destination, that the competent authority is operating, and that no timely objection affects the bilateral relationship. Until then, follow the instructions currently published for that destination.
It begins with the certified copy from the office that holds the record, exactly as it would for an apostille. That record goes to the competent authority of the issuing state, which for a non-Hague destination issues a certification rather than an apostille. The file then goes to the federal Office of Authentications on Form DS-4194. Only after that does it reach the embassy or consulate, which legalises it under rules nobody can standardise.
Mail requests are processed within five weeks of receipt. Walk-in requests, dropped off between 7:30 and 9:00 in the morning Monday to Thursday with a limit of fifteen documents and one request per customer per day, are processed in seven business days.
They exist only for life-or-death emergencies — travel within two weeks because an immediate family member outside the United States has died, is dying or has a life-threatening illness or injury. It is a humanitarian provision.

Vital records, academic certificates, legal records and corporate documents each come from a different office, and each has its own precondition — a certified original rather than a photocopy, or a notarisation before anything else. What the certificate then attaches is narrow: it certifies the origin of the document and the authority of the official who signed it. It does not validate the content.
A scanned or plain copy is typically rejected, on either road.
